India has witnessed unprecedented development in the sphere of educa tion since Independence. This has been possible through steadfast adher ence to educational plans chalked out in most countries immediately after the Second World War. Initially educational plans in most of the developing countries in the world were limited to the elementary level of the education. The scope of planning gradually became wide and emphasis was laid on balanced development at all levels of education. Our First Five Year plans of national development began in 1950-51 immediately after India became a republic. Education constituted an integral part of the national development plan. Progressively the effort to gear education to the promotion of economic and social growth followed. The reorganization of education and a redefini tion of its aims and objects acquired urgency and became a national priority.
