Islamic ideological and technological ‘two cultures’, incl. jurisprudence and water laws, were assimilated in Europe over a millennium, and transmitted to the Americas, this gave rise to secularism in the 18 century AD. Hence there is much in common between the Islamic and modern ‘secular laws. However, the education systems of Muslims are distorted through ‘reductionism’, etc; until these are Islamized, Muslim religious and secularized ‘scholars’ will be incapable of developing Islamic environmental and water laws.
